CKT=circuit. Either your O2 is dead or unplugged, or you have a high flow or cat delete (although those usually throw cat.efficeincy codes).

Circut. never mind the cat suggetion because the code description indicates its the upstream sensor. its either unpluged, broken wire(s) or its just really dead but the latter is pretty unlikely. they usually get slow first and set a different code.

use a scantool to verify no signal from the upstream HO2S. then check your wiring/ wiggle test the wires and see if you get a signal.
then go spend an arm and a leg for a new sensor, probably about a hundred bucks or so depending if you get a OEM or OEM style replacement with a factory style plug on it . don't get the cheap one that you have to splice the wires your self

or if you tune your car yourself, maybe this is a great excuse to pick up a PLX M250 or M300 wideband wireless logger that allows you to put a wideband where the O2 sensor goes, and also feeds a narrowband signal to your ECU.

YES.

So, stop talking about doing it, and DO IT!!

At least on Saturday we'll be able to see your AFR and see just how pig rich you actually are. :)
