I saw a stock lookin one on the a BBY at th J-town show not to long ago, who makes that?

That might be the C-West CF front bump (knock off though)... I think I've seen one on EvoM. You can try searching there. As for one that looks just like stock, don't think I've seen one at all.

I have looked all over the place myself. I was only able to find one manufacturer, C-Wings

There are several web sites that sell this bumper. You can search for "C-Wings" and find them.
This is the same one that Kataklizm has on his car.

I'm also working on getting one sourced form HK or JP that is exactly the same except it keeps the triangular piece in the middle.

A person's car i found looking through the show and shine the person's name is kataklyzm maybe you should ask that person where they got it.

What about the company that made a whole kit for RX- 7 carbon fiber?? I think Carbon Creations. Check it out, they might have something for the evo.

Nope. They have some cosmetic stuff but not a front bumper.

liking the one with the symbol, the bumper on the black evo is nice, although i do not like the canards on the side.

waht is the fitment like on the cwings? it looks VERY VERY snug, unlike other cwest knockoffs.

I'd ask Katakizm he has it on his BBY EVO. Looks like it fits good from the pics.
