I have an Evo IX with 10,000 miles. It feels as if it is losing power though, and I'm not sure where to take it or even what to ask for? I have about $5,000 that I'm willing to put into it as far as modifications though. does anyone have any feedback?

maybe its you getting used to the stock power, check out the meets section for an upcomming dyno day @ gruppe-s. You can baseline it for 40 $.

i dropped in a ARC airbox, i also feel the power lost in the car, but today i just installed the downpipe, the LOW rpm (1k-3K) power has increased. so yeah, maybe you need to add a lil bit of somehting somewhere...

If you're completely stock, a boost gauge would be a good first mod.
#1 - get some good gas...76 preferably (winter blend is going in and there are cases of bad gas going around)
#2 - quantify your feeling with a real dyno logging afr/timing/knock/boost (iv's will typical run 225-235whp on mustang dyno)
you should be able to trace your problem back from thereon...

slow driver causes lost power in Evo IX.. being not able to push the pocket rocket to its limits..
